L’énergie au Cameroun

Une histoire des agencements entre l’État et l’entreprise (1904-2001)

Cet ouvrage décrit la constitution et l’évolution du secteur de l’énergie au Cameroun. Il vise à épaissir la connaissance de ce pan de l’histoire économique et à contribuer à la recherche, dense ces dernières décennies, sur l’histoire de l’énergie et l’histoire des entreprises à travers le monde.

Ce travail s’appuie sur une diversité de sources d’archives pour explorer les activités des entreprises de production et de distribution d’hydrocarbures ainsi que d’énergie électrique au Cameroun. Il suit à cet effet la trame des choix ainsi que des remises en cause de politiques économiques et énergétiques dans ce pays.

L’approche diachronique privilégiée éclaire trois séquences de cette histoire. La première correspond à la période sous administration coloniale, marquée par la formation d’une économie mixte. La deuxième fait référence aux trois décennies qui suivent l’accession de ce pays à l’indépendance et qui voient s’affirmer l’étatisme. La troisième séquence couvre les débuts de la déréglementation au cours des années 1990.

En suivant ces évolutions, l’ouvrage permet de souligner les déterminants, les modalités ainsi que les effets des rapports entre la puissance publique et les entreprises privées dans un secteur de l’économie nationale décrit comme névralgique. Il pose ainsi un jalon de l’histoire de l’énergie dans ce pays d’Afrique en croisant l’histoire des entreprises, l’économie de l’énergie et l’action publique.

Su contenido cubre diferentes áreas de investigación, entre las cuales se observan las líneas propuestas en el título de la publicación desde una perspectiva tan rica como diversa: la externalización de las políticas migratorias y fronterizas en la UE y la crisis de refugiados; los conflictos sobre la Europa social y la Directiva sobre desplazamiento de trabajadores; la Unión Bancaria; los desafíos y las perspectivas de "renovación" y el desarrollo de una nueva identidad en Europa; la política de defensa; la democracia y sus riesgos en Europa; el artículo 50 del TUE a la luz del Brexit; los emigrantes europeos y el nuevo éxodo judío; la crisis en el derecho penal de la UE para reforzar los derechos fundamentales y los valores europeos; y los mecanismos de denuncia de las Agencias Europeas FRONTEX y EASO para proteger los derechos fundamentales.

This book compiles the contributions made to the Doctoral Seminar on "The European Project’s Modernisation and Governance in a Plural Framework with Shared Values and Goals", organised by Yuste Foundation at the Royal Monastery of Yuste between 19 and 24 June 2019. Its contents cover different research areas, including the lines proposed in the title of this publication from a rich and diverse perspective: the externalisation of migratory and border policies in the EU and the refugee crisis; conflicts over social Europe and the Directive concerning the posting of workers; the Banking Union; challenges and "renewal" perspectives and the development of a new identity in Europe; the defence policy; democracy and its risks in Europe; Art. 50 TEU in the light of Brexit; European emigrants and the new Jewish exodus; the crisis in the EU criminal law to strengthen fundamental rights and European values; and the complaint mechanisms of the European Agencies FRONTEX and EASO to protect fundamental rights.

Ce livre suit les cheminements de l’institutionnalisation de la catégorie de pères et de mères de l’Europe. Ce que furent les pères de l’Europe et comment ils le sont devenus : l’objectif de cet ouvrage est de saisir ce processus de consécration. Dans un premier temps, leurs positions et ressources dans leurs champs politiques nationaux ainsi que leurs investissements variés dans l’Europe leur permettent d’acquérir dès les années 1950 des réputations durables. Des organisations portent ensuite les mémoires des pères de l’Europe : la construction d’un héritage des pères de l’Europe est bâtie par des individus qui se positionnent comme les héritiers de ceux-ci. L’originalité de cette approche est de placer l’analyse à l’échelle des groupes sociaux, tels que ceux constitués dans des associations de souvenirs, ou plus institutionnalisés, dans des partis politiques, ou des fédérations européennes de partis, qui constituent des instances très actives dans ce processus de construction de la mémoire. Ces organisations instituent des pratiques commémoratives enracinées dans les identités territoriales à différentes échelles, locale, régionale, nationale et européenne. Plus globalement, ce livre se propose de montrer que la commémoration, les politiques mémorielles et l’histoire représentent un enjeu fort de la construction européenne.

Rethinking the Academy

Beyond Eurocentrism in Higher Education

Universities and colleges like to self-idealize as relatively neutral and value-free sites of higher learning. In reality, the idea of the Westernized academy is deeply embedded in a Eurocentric logic that not only excludes alternative forms of knowledge and knowing, but also remains racialized, gendered, and sited in coloniality with respect to governance, scholarship, and entitlements. Efforts to address this gap between the ideal and reality have tended toward diversifying the academy through multicultural initiatives in diversity, inclusion, and equity. However helpful as a first step, these interventions are insufficient in generating the kind of substantive changes that would abort the academy’s crisis of legitimacy. Moves to decolonize, ungender, and deracialize the academy will require a commitment to the transformative principles of inclusivity, including a focus on those root causes associated with structural barriers and systemic biases. It remains to be seen if the academia can rise to the challenge of deEurocentrizing the idea of the academy along postEurocentric lines, while engaging the emergent demands and evolving realities of a postmulticultural world.

Der Kölner Lischka-Prozess

NS-Verbrechen und Erinnerungskultur in der Bundesrepublik Deutschland und in Frankreich

Im Lischka-Prozess standen von Oktober 1979 bis Februar 1980 drei Mitverantwortliche für die Deportation der jüdischen Bevölkerung Frankreichs während der deutschen Besatzung im Zweiten Weltkrieg vor dem Kölner Landgericht. Die kurze Verhandlungsdauer sowie die Verurteilung der Angeklagten Kurt Lischka, Herbert Hagen und Ernst Heinrichsohn zu mehrjährigen Haftstrafen heben den Prozess von den meisten anderen westdeutschen NS-Strafverfahren ab. Die Studie untersucht den Einfluss der Strafverfolgung auf die öffentliche Debatte um die Shoah in der Bundesrepublik Deutschland und in Frankreich. Mithilfe des Ansatzes der Histoire croisée analysiert sie, wie die erinnerungskulturelle Auseinandersetzung um den Lischka-Prozess in beiden Ländern geführt und wechselseitig rezipiert wurde.

However, for a long time, the Western world's view of China has been full of various prejudices and misunderstandings which are produced by the ignorance of the history and current situation of Chinese civilization. It is hoped that readers can profoundly change their views on China after reading this book.

Lucius Aelius Sejanus – wer diesen Namen im Munde führt, assoziiert unweigerlich Machtkampf, List, Verrat, Mord aber auch Scharfsinn, Taktik und Fleiß – eben all das, was man sich einerseits an politischer Skrupellosigkeit, andererseits an Ergebenheit in der frührömischen Kaiserzeit gemeinhin vorstellt. The Picture Postcard, a new window into Edwardian Ireland uses the material culture of the picture postcard as a lens through which to examine life on the island of Ireland during the Edwardian period (1902-10). Picture postcards became extremely popular worldwide at the start of the twentieth century, when literally hundreds of billions of them were produced and sold.

This book draws on postcard collections to access the everyday lives of people who rarely make it into conventional historical narratives, and to make connections in an Irish context between their «small histories» and broader, well-studied discourses such as identity, nationalism, empire, modernity, emigration, tourism and the roles of women.

This publication focuses on the characterization of the Slovak party system and its analysis from the perspective of cleavages and emerging government groups. The monograph also includes a description of the individual types of emerging government coalitions and their politological analysis on the basis of the RILE index (right-left positioning). The said index is used to specify the programmatic differences of the emerging coalition governments and the impact of the development of the party system in Slovakia on their nature in the period from 1990 to 2012. The work is focused on the development trends of the Slovak party system on the background of programmatic heterogeneity of the individual coalition groups and the overall development of the variable tensions in the party system. The categorization of the government groups is based on the positional and programmatic orientation of the parties, which was published in the framework of the international database CMP (Comparative Manifestos Project). The Wissenschaftszentrum Berlin für Sozialforschung (WZB) database processes, inter alia, the data relating to the political programs of the parties within the framework of their comprehensive ideological orientation. The Center for Social Research in Berlin thus contains relevant internationally acceptable comparisons of the party systems and their development. The aim of this publication is to characterize the format and type of the party system in Slovakia, its consolidation and the resulting operational problems between the election system and party system. The aim is also to extend the analysis of the Slovak party system to the specification of positional values and programmatic orientation of the parties in Slovakia based on the internationally accepted database and the RILE criteria. The publication also contains the tables with data on the proximity of variable tensions in the party system after each parliamentary elections and the relevant quantification on the RILE scale. The RILE scale will help us assess the programmatic heterogeneity of the government coalitions also in view of the political discourse on this issue. The work will also verify the hypothesis that the programmatic convergence of the parties in the left-right spectrum creates space for the emergence and establishment of extremist and antisystemic parties in the parliamentary establishment.
