The nature of the EU

Where do the boundaries of European integration lie? On such an issue a lively political and scientific debate and controversial discussions are currently taking place within the European Union. This applies to both aspects of EU integration to which I want to refer here also against the background of cultural identities: the inner deepening of such integration and the geographical enlargement of the Union towards its neighbouring States. The two aspects are intertwined since the enlargement of the EU is in the end premised on its deepening, if we intend to provide the Union with both internal and external capacity of action. Conversely, the deepening has however often given impulse to the enlargement.
