Myth or Reality? / Mythe ou réalité ?

Edited By Stéphanie Rohlfing-Dijoux

This book is related to the development of intraregional commercial exchanges in the region of the Indian Ocean. This issue is addressed from an economic as well as from a legal point of view. The contributions, in English and French, aim to present an overview of the economic, customs-related, technical, legal and cultural restraints that hinder the creation of a free trading area.

The SAARC was created in 1985 by India and its neighbor countries to accelerate economic growth, social progress and cultural development. The principles are to promote a cooperation for mutual benefit with respect for the sovereignty of all member States and non-interference in the internal matters. The bilateral issues have to be kept aside to enhance multilateral agreements. All those objectives and principles are close from the European Union principles, the question is how can all member States benefit from the SAARC without being influenced by the political and economical strength of India compare to the other member States. We will first have a short study of the SAARC and after look at the concrete actions resulting from this cooperation.
