The great disparities that exist, between the different internal rights are factors of legal uncertainty for investors, workers, consumers and therefore constitute obstacles to trade between countries that are neighbours. Harmonise the rules appears necessary. But if material harmonization of these is sometimes considered, or even attempted, it remains largely incomplete or illusory and another way of harmonization is possible by harmonization of the rules of conflict of laws and courts. Furthermore, harmonize trade does not necessarily through the harmonization of national rights when the individual wills instead of political wills, play the same agreement.
