This book deals with the feasibility analysis of market-oriented Higher Education Institutions based on the data of international field survey. The topics under examinations require the use of qualitative methods: guideline-oriented open expert interviews in different countries for data collection, content analysis of the survey data, and proposal of a Balanced Scorecard application in the Higher Education Institution management. Based on the elements of New Public Management methodology the author elaborates a detailed development plan usable as a model to restructure a Higher Education Institution to cope with the challenges of the Future.

5 Theoretical and practical contributions of the Thesis

In this thesis, I make two important contributions to the field of HEI management and operation. In chapter 4, I have outlined a development plan for the HEI of the Future that is entrepreneurial and new in its consequent use of business-related management tools. Only a few HEIs in Germany have designed a Mission Statement so far, and even fewer have used a consequent business approach to the management of an HEI. I have presented the necessary steps to be undertaken by the HEI’s governance.

However, this contribution to the practical operation of an HEI needs to be supported by a fundamental change in the structuring of an HEI. In the following chapter, I shall suggest an advancement of HEI management theory through a restructuring of an HEI’s organisation and the use of the balanced scorecard to improve its operation.

In Chapter 2, I have outlined some of the key problems that HEI have to deal with at the moment. Regarding the finances of the HEI, especially regarding decreasing state funding, members of the HEI need to leave their ivory tower and vye for money. Other income sources need to be found. In general, HEI as well as the government of the individual countries need to be more effective in promoting lifelong learning. The market has not yet been fully explored. The HEI also have to provide high quality products. This means that highly qualified staff should be retained. They need clear career perspectives...
