Experts and the Macro Level Decision-making in the Information Society

Abstract: In this contribution we explore the role of experts in decision making processes at the macro level in the context of the information society. We apply Niklas Luhmann’s social systems theory as our central theoretical and conceptual framework to place the issue in a broader perspective. We analyse why both the decision makers and the general public tend to rely heavily on experts in decision-making processes at the EU and the national level and look for limitations of expectations related to expert knowledge generation, transfers and application in the context of contemporary functionally differentiated information societies. We suggest, that expert supported decision making at the macro level as an expected reaction to increasing societal complexity should be clearly distinguished from the rule by the experts instead of (democratically elected) governments and provide arguments for such a distinction related to the features of the modern and information society.
