Introduction

All local actors, in particular universities, develop strategies contributing to national development by mobilizing regional dynamics to adapt to competitive conditions in the world and in the globalization process and to succeed. In this process, it is expected that universities produce knowledge, share and commercialize it and support their units with additional income resources. Universities having the qualifications mentioned above are defined as entrepreneurial universities (Özer, 2011).
