245 9. Outlook and Concluding Remarks Rooted in functional spillover, education has developed into a fully-fledged EU policy within its own right. It has been propelled from the margins of European integration to its very centre. Under the aegis of the EU, the national and sub- national levels actively cooperate in education and training. Increasing cross- border cooperation is a focal point of the Erasmus+ programme. Partnerships may be set up in the fields of education, vocational training, youth and sport. The Erasmus+ programme further supports cooperation between education and training and the world of work. For the first time ever, a student loan guarantee enables students to undertake a Master’s degree abroad. Studying and training abroad boosts the employability of graduates. With international experience, they are half as likely to be trapped in long-term unemployment as their stay- at-home counterparts. In fact, there is a significant difference in the unemploy- ment rate between those who studied or trained abroad and those who did not. Five years after earning their degree, the unemployment rate of graduates who studied or trained abroad is 23% lower.931 The Erasmus+ programme is instru- mental for increasing the employment rate of recent graduates, which is one of the targets of ET 2020. Apart from the Member States, Erasmus+ programme countries include the EEA EFTA States, Turkey and the former Yugoslav Repub- lic of Macedonia.
