Gonca Gezer Industrial Relations and Turkey Sample as a Function of Human Resources Introduction With the transition to an industrial society, the changing of socio-economic or- der obliged to make new arrangements about working life. Together with being problematic and becoming threatening of employee and employer relations, tak- ing various precautions notably protective industrial law legislation, need has been born on the purpose of providing reconciliation among the working class, employers, and the state and the industrial relations system became a product of those requirements. Changes encountered with neoliberalism and globalisation especially after 1980 affected the industrial relations field and new theories and approaches about industrial relations were brought about. When examining the transformations about working life, the most important factor affecting industrial relations is the individualisation of working relations gradually. Employee’s loyalty to business, performance improvement, and annihilation of conflict relations between employees and employers started to gain importance and employees became the most important factor in business to reach the aims of businesses. Human resources became an important factor in businesses along with the gaining importance of competition and it played a crucial role in the individuali- sation of working relations. While human resources management plays a key role in the arrangement of new working relations, it started to play a regulatory role in relations of businesses and industrial unions at the same time.
