The book investigates Greek industrial relations in a global context at different periods. Combining sociological, institutional, political and social aspects, it discusses industrial relations from statism that prevailed up to the ‘80s, to policies after the early ‘90s requesting modernisation and democratic neocorporatism. It also analyzes the dramatic overthrow of the institutional and real balance in the labour market after the conclusion of the Memorandum with the E.U. and I.M.F. and the great recession of the last six years.

Chapter 2: The Development of the Labour Market Policy between 1980 and 2000

Despite the fact that Astable macro-economic environment and economic growth prevailed in the European Union (EU) since the early 1990s, the rates of unemployment have not shown any improvement. Unemployment is still at high levels. Therefore, planning and implementation of a comprehensive employment policy, supported by a highly effective internal market, will form the basis for a sustainable development and create a new dynamic climate of credibility which is necessary for a recovery in terms of employment. Significant factors for the creation of conditions of sustainable development are the improvement of competitiveness and, thus, of growth, along with preservation of Social Cohesion.

Modernization of the European labour markets is of quintessential importance. It is an urgent process that will enable us to support these new national employment policies that are compatible with the Employment Guidelines, agreed on in the Extraordinary Jobs Summit that took place in Luxembourg. Modernization of labour markets and restructuring of their operation should be based on:

1.the formation of a stable and dynamic macro-economic environment, which will favour the increase of employment;

2.structural changes in labour relations;

3.a fair process of social adjustment; and on
