Hintergründe, Gefahren und mögliche Gegenmaßnahmen

Kapitel 1.2: Maritimer Terrorismus – eine unterschätzte Gefahr?
Editorial abstract: Maritime terrorism is often underestimated as a potential threat to our economies and societies. While news-headlines are drawn to the far more frequent occurrence of maritime piracy, the comparatively much greater extent of damage to be expected from terrorist intent requires serious attention – especially with respect to analysing, monitoring and guarding against this threat. The apparent neglect of maritime terrorism in political, professional and public attention is at least somewhat mitigated by the circumstance that measures taken against piracy are quite likely to increase resilience against terrorist activities as well. Nevertheless, as improbable as maritime terrorism scenarios may still appear to be, their impact is potentially vast.
