The expression of “democratic deficit” for the EU is usually attributed to David Marquand, the first analyst who verified the weaknesses of the EP and criticised the limits of the then denominated Assembly which was not directly elected by citizens1. However, some writers trace the term back to before Marquand, others to a date after him2.
