A Comparison of Public Health Insurance: The Case of Turkey and the United States of America
In almost all developed countries, it is noticeable that the state has an effective role in health, and plays a leading role in the funding of health services and its regulatory and legislative role (Hayran 1998).
The method of payment has measurable effects on subjects such as the diagnosis of the disease, the form and quantity of the service, the amount and types of prescribed medications, the length of hospitalization, and the frequency of analysis requests (İstanbulluoğlu 2010).
The Health Insurance System in the US (United States) and Turkey have many aspects which segregated from each other. In our chapter, after addressing the historical development of health insurance in the US, we will review the Medicare and Medicaid, current public health insurances, and referring to the history of health insurance in Turkey after the Health Transformation Program will be mentioned to the impact of public insurance.
2 Public Health Insurance of the US
2.1 The Historical Development of Health Insurance
Practices of public health insurance in the US began in 1965. But current private health insurance practices were based in earlier years.
