Abstract

Niklas Luhmann’s sociological theory of social systems is a powerful tool to describe the differentiation of society. Each subsystem fulfils a specific function for the entire society and has its specific inherent system rationality. The political system enables collectively binding decisions while the legal system abolishes the contingency of normative expectations. Concerning the political system, press and public relations work of ministries forms an integral part of political communication. In this context, information brochures on legal issues are published to help citizens fulfil their social roles or behave according to legal standards.

The purpose of this article is to demonstrate from a linguistic point of view how the system rationality of the political and the legal system is anchored in the text type ministerial greeting as part of the text type information brochure. The text is taken from an information brochure dealing with neighbour laws. It is also shown how the actor constellation of neighbourhood is represented in the text.

1. Einleitung

In der heutigen Politik kommt es mehr denn je nicht nur auf die Durchsetzung einer bestimmten Politik, sondern auch auf deren Vermittlung an. Ein Mittel hierfür sind die vom jeweiligen Referat für Presse- und Öffentlichkeitsarbeit publizierten Ratgeber- oder Informationsbroschüren. In den von Justizministerien – sowohl auf Bundes- als auch auf Landesebene – herausgegebenen Informationsbroschüren werden zumeist rechtliche Sachverhalte oder Gesetze für juristische Laien erläutert.
