Studies in international relations, particularly historical, stem from the changing face of diplomacy over time, where the deeper forces at play, such as those once defined by Pierre Renouvin, are taken into account. Individual states, and those who define and implement their policies, are placed at the heart of global life. According to this concept, countries pursue a course of action by taking advantage of the most diverse range of tools they can rely on, such as economic or cultural resources, which act alone or interact with others. The study of international relations grew into different fields of analysis during the 20th century, but it is now subject to a new scrutiny in this era of globalisation. This concept, which coincides with the development of neo-liberal analysis since the 1980s, reveals a new awareness about the increased number of actors NGOs and multinational companies, for example but also the large autonomy they enjoy when it comes to action. This series aims to portray these new perspectives and their impact on current research. Without casting aside studies in international relations that focus on states, it tries to better understand the diverse range of factors that play out on the world stage and how they relate to each other from the high stakes in sport to the use of colonial memory. This series targets academics and analysts who wish to apply 20th century history to contemporary thought. L’étude des relations internationales, tout particulièrement dans le champ historique, est issue d’une histoire diplomatique largement rénovée à travers la prise en compte des forces profondes telles que les a jadis définies Pierre Renouvin. Elle place les États et ceux qui sont chargés de définir et de mettre en œuvre leur politique au cœur de la vie internationale. Selon cette conception, les États conduisent leur action en jouant sur la palette des moyens les plus divers sur lesquels ils peuvent s’appuyer, tels que l’économie ou la culture, et qui agissent ou interagissent les uns par rapport aux autres. La démultiplication des champs d’analyse de la vie internationale se développe ainsi tout au long du XXe siècle, mais est l’objet d’un nouveau regard en ces temps de mondialisation. Cette dernière, contemporaine du développement des analyses néo-libérales depuis les années 1980, témoigne tout à la fois de la prise de conscience de la démultiplication des acteurs en présence – ONG, entreprises multinationales par exemple – et de la large autonomie d’action de ces multiples acteurs. La collection « enjeux internationaux » se veut représentative de ces perspectives renouvelées et de leur impact sur les recherches actuelles. Sans abandonner l’étude des relations internationales centrées sur les États, elle cherche à mieux appréhender la diversité des segments qui composent le champ international et le mode de relations entre ces derniers : de l’enjeu que constitue le sport à celui de l’usage de la mémoire coloniale. Elle s’adresse ainsi aux universitaires et analystes souhaitant interroger les grandes thématiques du siècle dernier au service d’une réflexion sur le présent.

Géopolitique et résolution des conflits / Geopolitics and Conflict Resolution

This series welcomes contributions seeking to analyse the geopolitical changes which have been such a prominent feature of the European and world arena since 1989. At the European level, there is a particular focus on post-Cold War conflicts along with the transformation which has occurred in relations between the European Union and major powers. At a world level, major upheavals have radically altered the ground rules for understanding conflicts and crises. They have also had far-reaching implications for the prevention, management and resolution of disputes. In this context, the series is open to theoretical and empirical studies which critically examine the international implications and progress of specific conflicts and peace processes. The scientific board of the «Geopolitics and Conflict Resolution» series is made up of the members of the Centre d'études des crises et des conflits internationaux of the Université catholique de Louvain (CECRI-UCL) and of the «EU-Russia» and «EU-China» Baillet Latour Chairs UCL-KUL. Cette collection accueille des travaux dont l’objectif est d’analyser les changements géopolitiques ayant marqué la scène européenne et mondiale depuis 1989. Au niveau européen, une attention particulière est consacrée aux conflits post-guerre froide ainsi qu’à la transformation des relations entre l’Union européenne et les grandes puissances. Au niveau mondial, d’intenses bouleversements ont radicalement modifié les grilles de lecture des crises et des conflits, qu’il s’agisse de la prévention, de la gestion ou de la résolution de ceux-ci. Dans cette perspective, la collection est ouverte aux réflexions théoriques et aux études empiriques portant sur le déroulement et les implications internationales de conflits et processus de paix spécifiques. La collection « Géopolitique et résolution des conflits » réunit dans son équipe éditoriale les membres du Centre d’études des crises et des conflits internationaux de l’Université catholique de Louvain (CECRI-UCL) et des Chaires Baillet Latour « Union européenne – Russie » et « Union européenne – Chine » UCL-KUL.

Documents diplomatiques français – Armistices et Paix (1918-1920), sous la direction de Robert Frank et Gert Krumeich

Présenter, année par année, les documents les plus significatifs de la politique étrangère de la France et conservés par le ministère des affaires étrangères : tel est l’’objet des « Documents diplomatiques français » (DDF). La sélection de ces documents est faite d’une façon rigoureusement scientifique et en toute indépendance par des équipes de chercheurs et d’’historiens sous la direction d’’éminents universitaires. Pour ce faire, ces équipes ont un accès total à toutes les archives produites ou reçues par le ministère français des affaires étrangères. La sélection des documents publiés est complétée, pour en rendre la lecture plus aisée, par une table méthodique, des notes de bas de page et un index des noms de personnes. La collection des DDF est un outil indispensable à la connaissance de l’’histoire des relations internationales et de la diplomatie française au cours du XXe siècle.

The «International Triffin Foundation», hosted by the Institute for European Studies at the Université catholique de Louvain (Belgium), has the objective of establishing a centre dedicated to the continuation of the scientific work and the intellectual legacy of Robert Triffin (1911–1993) in the field of the international monetary system, and more generally in the areas of economics, finance and the social sciences. Regular publications in the series «International Financial Relations» will ensure promotion of individual or collective works whose main themes are the ones with which Robert Triffin was particularly associated (the European Payments Union, the creation of Special Drawing Rights, the European Monetary System), as well as addressing the new problems which the international monetary system will be confronting at the dawn of the 21st century (external effects of the European Economic and Monetary Union, new tasks for the International Monetary Fund, prevention of financial crises, etc.). La « Fondation internationale Triffin », établie près l’Institut d’études européennes de l’Université catholique de Louvain (Belgique), s’est fixé pour objectif de constituer un centre dédié à la poursuite du travail scientifique et à la valorisation de l’héritage intellectuel de Robert Triffin (1911-1993) sur le système monétaire international, et plus généralement dans les domaines de l’économie, de la finance et des sciences sociales. Les publications de la collection « Relations financières internationales » assurent la promotion de travaux individuels et collectifs dont les thèmes centraux sont ceux auxquels Robert Triffin était particulièrement attaché – l’Union européenne des paiements, la création de Droits de Tirage Spéciaux, le Système monétaire européen. New International Insights/Nouveaux Regards sur l’International

In tribute to the late founder of the collection, Eric Remacle, the editors have proposed to call this book series New International Insights. The novelty thus pursued consists of inviting prospective authors also to view the situations, case-studies and dynamics they analyse and conceptualise as innovative in an increasingly multipolar world order, more than as a mere continuation of past evolutions and theories. This is the approach characterising the editors' own research. Over a quarter of a century after the end of the cold war, Eurasian as well as Transatlantic, African, Asian-Pacific and pan-American constant innovations question most analytical conclusions almost as soon as they are reached. Yet, there is a need for theory. Examples would exceed the scope of this short presentation but a worthwhile illustration can be suggested: the turning point whereby an already innovative, sino-postsoviet Asia has proven capable, while still in its affirmative stage, to engage South Asia and construct a China-Russia-India triangle that offsets or even jeopardises most existing visions of Asia, notably neo-realist ones. Traditional visions thus yield to contemporary uncertainties. While non-State actors are still causing States to wither, withdraw or falter, new transnational and even transcontinental constructions are bringing States back in, however much around different objectives: logistical and commercial, while military cooperation appears a dated and questionable form of security enforcement. New International Insights aims at balancing book publications among authors of all intellectual origins, western as well as eastern, northern as well as southern. Only in this manner can it hope to take the vision of its early founders one step further. A post-modern world needs post-western epistemology in order to wield its new meaning. Manuscripts in political science and social sciences are encouraged for submission, preferably in English, not exceeding 650 000 signs. En hommage au fondateur de l’ancienne collection Regards sur l’international, Eric REMACLE, les éditeurs ont proposé de le renommer New International Insights. Leur objectif consiste à inviter les auteurs potentiels à considérer les situations, les études de cas et les dynamiques qu'ils souhaitent analyser et conceptualiser comme innovantes dans un ordre mondial de plus en plus multipolaire, plus que comme une simple continuation des évolutions et des théories passées. C'est l'approche qui caractérise les propres recherches des éditeurs. Plus d'un quart de siècle après la fin de la guerre froide, les innovations constantes eurasiennes, transatlantiques, africaines, asiatiques-pacifiques et panaméricaines remettent en question les conclusions les plus analytiques presque aussitôt qu'elles ont été formulées. Pourtant, il y a un besoin de théorie. Les exemples dépasseraient le cadre de cette brève présentation, mais une illustration valable peut être suggérée: le tournant par lequel une Asie sino-post-soviétique déjà innovante s'est révélée capable, tout en étant au stade de sa première affirmation, d’engager l'Asie du Sud et de construire une relation triangulaire Chine-Russie-India qui bouscule, voire remet en question la plupart des visions existantes de l’Asie, notamment les visions néoréalistes. Les visions traditionnelles cèdent ainsi aux incertitudes contemporaines. Alors que les acteurs non-étatiques provoquent toujours le recul, le retrait ou le trébuchement des États, de nouvelles constructions trans-nationales et même trans-continentales, font «　revenir　» les États, même si c’est autour d’objectifs différents: logistiques et commerciaux, tandis que la coopération militaire apparaît comme une forme datée et remise en question de mise en œuvre de la sécurité . New International Insights vise à équilibrer les publications de livres d'auteurs de toutes origines intellectuelles, occidentales et orientales, d’auteurs du Nord et du Sud. Ce n’est qu’ainsi que l’on pourra espérer faire avancer la vision de ses premiers fondateurs. Un monde post-moderne a besoin d’une épistémologie post-occidentale pour dévoiler sa nouvelle signification. Issues in healthcare ethics affect almost every person all over the world. The immense leaps in science and technology, changes in the general perception of national and global interests, possible limits in resources, mass communication, and other possible limits in resources, mass communication, and other factors have currently engendered a stronger interest and concern with health. This may range from the commonly discussed issues of euthanasia, abortion, macro- and microallocation of resources, and mandatory AIDS testing to the less frequently addressed but still vital issues in pharmacology, genetic testing, screening and therapy, nursing, mental health, and public health. Books, articles, and scholarly studies appear frequently in many countries. In each, the literature tends to consider the ethics of healthcare issues in depth but from a standpoint defined by culture and nationality, and by national government policies and perspectives. Such a standpoint necessarily limits and excludes many potentially useful and innovative approaches to issues. The International Healthcare Ethics series presents a broad perspective on a wide range of healthcare issues and the exchange of ideas between cultures and nations to stimulate thought. It also offers a forum for addressing healthcare issues that can affect each of us on a global scale. Manuscripts are welcome from universities, bioethics centers, and healthcare organizations.

The purpose of the «French Diplomatic Documents» (DDF) is to present year on year the most significant documents relating to French Foreign Policy – preserved by the French Ministry of Foreign Affairs. A rigorous scientific method is employed for the document selection undertaken by independent groups of scholars and historians under the direction of eminent academics. For this purpose, the groups of scholars are provided complete access to all archives, produced or received by the French Ministry of Foreign Affairs. In order to facilitate reading, the selection of the documents published is annotated using a methodical table, footnotes and an index of names. The DDF series is an indispensable tool for information concerning the history of international relations and French diplomacy during the course of the 20th century. The «French Diplomatic Documents» publications currently in preparation are chaired by the Diplomatic Archives Commission. Présenter, année par année, les documents les plus significatifs de la politique étrangère de la France et conservés par le ministère des affaires étrangères : tel est l’’objet des « Documents diplomatiques français » (DDF). La sélection de ces documents est faite d’une façon rigoureusement scientifique et en toute indépendance par des équipes de chercheurs et d’’historiens sous la direction d’’éminents universitaires. Pour ce faire, ces équipes ont un accès total à toutes les archives produites ou reçues par le ministère français des affaires étrangères. La sélection des documents publiés est complétée, pour en rendre la lecture plus aisée, par une table méthodique, des notes de bas de page et un index des noms de personnes. La collection des DDF est un outil indispensable à la connaissance de l’’histoire des relations internationales et de la diplomatie française au cours du XXe siècle. Die Auswahl der veröffentlichten Dokumente wird getroffen von unabhängigen Gelehrten und Historikern unter der Leitung von herausragenden Wissenschaftlern. Mit streng wissenschaftlichen Methoden haben sie Zugang zu sämtlichen Archiven des französischen Außenministeriums. Zur Erleichterung des Leseprozesses werden die veröffentlichten Dokumente begleitet von Kommentaren, Tabellen zur wissenschaftlichen Methode, Fußnoten und Personenverzeichnissen. Die Reihe ist ein unverzichtbares Werkzeug zur Informationen über die Geschichte der internationalen Beziehungen und der französischen Diplomatie im Laufe des 20. Jahrhunderts. The purpose of the «French Diplomatic Documents» (DDF) is to present year on year the most significant documents relating to French Foreign Policy – preserved by the French Ministry of Foreign Affairs. A rigorous scientific method is employed for the document selection undertaken by independent groups of scholars and historians under the direction of eminent academics. For this purpose, the groups of scholars are provided complete access to all archives, produced or received by the French Ministry of Foreign Affairs. In order to facilitate reading, the selection of the documents published is annotated using a methodical table, footnotes and an index of names. The DDF series is an indispensable tool for information concerning the history of international relations and French diplomacy during the course of the 20th century.
