This book deals with the feasibility analysis of market-oriented Higher Education Institutions based on the data of international field survey. The topics under examinations require the use of qualitative methods: guideline-oriented open expert interviews in different countries for data collection, content analysis of the survey data, and proposal of a Balanced Scorecard application in the Higher Education Institution management. Based on the elements of New Public Management methodology the author elaborates a detailed development plan usable as a model to restructure a Higher Education Institution to cope with the challenges of the Future.

So far, there has not been any detailed analysis of the market-oriented HEI – especially in Germany. There are published some general philosophical discussions on market-orientation of HEI but no research works dealing with the HEI of the Future in detail. This thesis is to contribute to filling this research gap with feasibility analysis of market-oriented HEI based on the data of an international field survey. The object of my research will be a state-owned technical and economic HEI which realises study programmes for Bachelor and Master degrees, lifelong learning programmes and research programmes. Based on this a detailed development plan based on the elements of the NPM methodology was elaborated that could be used as a model to restructure an HEI to cope with the challenges of the HEI of the Future. The model focuses on the following main challenges in HEI management: (1) an increasingly internationalised and commercialised education market, (2) disparities between Alma-Mater Universities, Universities of Applied Sciences and other college forms (e.g. in Germany) are continuously shrinking, but several differences among acknowledged universities become ever more evident, (3) demographic changes (shift of the aging pattern) and increasing demand for highly qualified labour in economy, (4) decreasing funding of public HEI and search for the third-party financing.
