Quality of education in Turkey is the most important subject as well as all over the world. It is obvious that changes in the quality of education depend on changes in the quality of teacher education. Education is considered as a social institution and a system; it involves students, teachers, curriculum, administrators, education experts, educational technology, and constitutes physical and financial resources. Teachers are the most important factor in this system. The nature and quality of education is also directly proportional to the quality of the teachers (Şişman, 2005). From his perspective; it is important that teachers who will work within the education system must be trained in good shape. So, teachers who are one of the most important factors in education are required to have properties that can affect the quality of education. The quality of education depends on the program applied to a large extent. It is expected to increase the quality of education with solving the deficiencies and shortcomings of the implemented program (Erden, 1998).
