17   On-the-Job Training Policy in Turkish Vocational Schools: A Case Study for the Evaluation of Honaz Vocational School

Introduction

The general and vocational education system as a whole is of great importance for countries to cope with youth unemployment. The need to pay special attention to the education of young people is generally based on two reasons. The first is that the learning capacities of young people are higher than adults. Secondly, because there is a long life in front of young people in terms of human capital, it is necessary to give direction to them in terms of the future of the country as the return on investments made to young people is known to be very high in the long run. The fact that the education system is crucial is also closely related to the quality demands of labour markets. One of the significant reasons for youth unemployment has been the lack of qualifications of young people. This situation has become more essential today due to technological innovations, the necessity of increasing efficiency and increasing competition. At a time when quality demands are so prominent, the education system in Turkey is unable to respond to market demands. As a result of Turkey’s inadequacy in the current education system, there is a high mismatch between the skills of graduates and the skills demanded by the labour market (Erdayı, 2009: 145).
