Decentralization and Institutional Change for Sustainable Forest Management in Uganda, Kenya, Tanzania and Ethiopia

This book presents research articles and essays which analyze the consequences of decentralization on forest conditions and livelihoods in Uganda, Kenya, Tanzania and Ethiopia. Authors from the East African collaborative research centers of the International Forestry Resources and Institutions (IFRI) Research Program demonstrate that the institutional changes resulting from decentralization create costs for those who need to re-institutionalize and re-organize the management of forest and land resources. This requires investment into information, communication, education and into the re-building of social capital. Cases in which collective action has worked and contributed to improving livelihoods and forest conditions can be exemplary, while failures can be equally useful for learning about East Africa and beyond.

139 Chapter 8 Local Institutions and their Influence on Forest Resource Management in Southwest Ethiopia: The Case of Yayu Forest Andnet Deresse, Feyera Senbeta and Tadesse Woldemariam Gole 8.1 Abstract This study was conducted to assess the influence of local level institutions in forest resource use and management in Yayu Forest of Illubabor Zone, South- west Ethiopia. The forest was recently recognized as a UNESCO biosphere re- serve site and efforts were made for in-situ conservation of wild Coffea arabica. Data were collected through household interviews, focus group discussions and key informants. An Institutional Analysis Development (IAD) framework was employed for analysing the institutional aspect of forest resource management and use. The study findings revealed the existence of various formal and custo- mary institutions that influence forest management and use in the study area. The formal institutions contribute towards forest resource management in performing collective choice level activities and determining the activities of operational level institutions. On the other hand, the customary institutions such as council of elders, religious institutions, and others are engaged in activities such as forest resource harvesting, marketing, and clearing undergrowth. Customary institu- tions are also used as a platform by government to initiate formal dialogue to create awareness about forest resources use, management and conservation.
