Abstract: This article focuses on the content analysis of job advertisements published in the late Ottoman period and in the early years of Republic. Newspapers, which belong to a period that is over a quarter century from the year of 1909 to 1928 when the alphabet change was experienced, were chosen and job advertisements were scanned. The quantitative evaluation of the research study is based on 125 advertisements published in Ottoman Turkish in between 1909 and 1924 and on 173 different positions that take place in these advertisements. 87% of the job advertisements were given by public institutions and 13% were given by private companies. In the period researched, for 25 years, there was no important change in terms of the qualifications of the employees searched for. Through the example advertisements, we attempted to extract the mind map that managers used while searching for personnel. While in public institutions’ recruitment, education level and exam effectiveness came to forefront, in the recruitment in the private sector, efficacy and ability necessities came to the forefront.
