An improved effectiveness of schools in the delivery of education is considered an important location-related factor, which strongly influences Germany’s ability for socio-cultural and socio-economic development, in view of the upcoming globalized-knowledge-society. Traditionally, the organization of school administrations has been rules-orientated. However, a paradigm-shift is required towards a results-oriented approach that makes the qualitative development of individual schools the main priority. With the educational reform measure granting more autonomy to individual schools, there is now hope of establishing more “entrepreneurial” thought and action in education, thereby creating a more innovative work environment. Especially headmasters will be confronted with implementing new results-based management models (in accordance with the approaches of the New Public Management), with new tasks, expanded responsibilities and the corresponding (internal) challenges and resistance. The individual school leaders will be viewed as promoters and as key personal - both educationally and pedagogically - for the success of the reform processes.

This theory-guided dissertation examines whether or not the person-oriented intrapreneurship construct may be suitable for school principals to implement and sustain modern, economic reform approaches on an individual school-level, thereby leading the way in the school system. It also examines whether or not the construct, as a school-leadership concept, can positively contribute to the development of an innovative promotion of leadership in schools.
