Abstract The aim of this chapter is to obtain a latent variable Citizens´ Well-being Needs (CWN) from a wide array of subjective and objective items provided by OECD1 Better Life Index indicators using the Rasch Model. The Rasch analysis has displayed that the items studied produce acceptable data-model fit and reliability to measure a hierarchy of needs in well-being according to their coverage across countries. Results show that the essential and basics needs are covered across all the countries but there are higher needs that require to be promoted to increase well-being. The scale classification obtained for CWN by Rasch measure also offer valuable information that allows to obtain a hierarchy of countries: Denmark, Iceland, Australia, Finland, Canada, United States, New Zealand, and Sweden are the countries that cover most of the needs reaching a high level in the CWN, but Brazil, Turkey, Mexico and South Africa are countries that only cover essential and necessary needs, obtaining low levels in the CWN.
