Preface and Acknowledgments

Of all the books that I have written or edited, this one has had the longest deadline challenge hanging over it, especially knowing that, the day it was “done,” some items would be outdated and others should be included. That is the nature of information and communication technologies (ICTs) and popular culture, but it is also the excitement of dealing simultaneously with them. When you see how detailed and timely this encyclopedia is, especially in terms of trying to maintain its nexus within current contexts, you will appreciate its wide encumbrance. You will also see why we chose to position it as a time capsule of technology and pop culture at the first quarter of the twenty-first century.

The genesis for this endeavor dates to what was going to be a collaboration with Timothy A. Gallimore, formerly in the School of Journalism at the University of Missouri-Columbia, as we were both concerned about multicultural issues relative to ICTs. We met for many years at the annual Intercultural & International Communication conferences sponsored by the School of Communication at the University of Miami and found many mutual interests. Then, as Tim’s wife was Rwandan, their whole family became so caught up in the atrocities going on there that everything else other than helping extended families and friends had to be dropped, including this project. My students and colleagues have helped it along the way and I am indebted to numerous reviewers for keeping it on track but having Jessica Hautsch’s keen editorial eye has been the most instrumental addition to this ever-changing subject. At the heart of this singly produced volume lies a core concern for what has been traditionally called the “information gap” (i.e., Donohue, Tichenor, and Olien, 1975)—part of the “digital divide” in the midst of this current information economy. Hopefully, you, the reader, will sense respect for individual users of technologies as a dominant theme, weaving its way through discussions of alternative media resources, media mergers, press freedoms, privacy, and many other categories.

There are a numerous ICT-related publications out there, as evidenced in the extensive References section at the end of this book, some classic but most current. Many are purely technical, and most are technology-specific, such as being about just satellites or quantum computing or just TV. Having accessed the more than 1,200 books, journal articles, and other resources listed there, the purpose was to encourage you, the user, to check out various relevant citations; hence, at the end of each entry, bibliographic references are listed, along with helpful websites when available. For example, cable TV, which was the focus of my doctoral dissertation, includes numerous citations that themselves include many more.

Compilations such as this usually figure that the user will know specifically how to access what information s/he wants. Yet, as we all know too well, that is not always the case. Should you wonder what people are talking about when they refer to “GPS,” for example, it might be difficult to find in a traditional periodical. GPS might be listed under Global Positioning System, which you might not think to consider, or it might be appropriately included under discussions of satellites. So, the Index of 2,000+ citations should prove invaluable. Then, each of the more than 1,000 entries is discussed according to a holistic, or systems approach of looking at technology. Especially for larger topics listed here, physical/technical properties are outlined, historical or developmental backgrounds are discussed, and economics, politics and legalities, socio-cultural issues, and popular cultural entanglements and implications are all included. For animation, for example, the scientific is followed by its origins, key productions are cited, and then the subject is brought so up-to-date that sometimes films are discussed before they have premiered. In other instances, a term like “time” might be discussed in depth; then, a number of other topics relative to it are described, such as time bank, time-base, time code, Time Division Multiple Access (TDMA), time division multiplexing (TDM), time famine, time-lapse photography, time-sharing, time-shifting, timeslot, time smear, and then, Time Warner. As is evident from the dedication, many people and institutions in our lives have helped in the development of this book. Most of all, no doubt, have been my colleagues and students of Telecommunications, as well as the numerous librarians who have been helpful all along. At Worcester State University, Pamela R McKay prepared a pamphlet for students was revised each time I have taught the course, Betsey J Brenneman and Ruth A Webber offered my students streamlined suggestions for surfing the Web, and Krishna DasGupta was always willing to run bibliographic searches. Virginia Ogozalek of the Computer Department at WSU offered collaborative research, and we discussed co-teaching a telecommun course sometime. Meanwhile, it was a thrill to be part of the first-ever distance-learning course that co-joined several colleges and universities simultaneously: “Ethnicity in Massachusetts,” later reported to the International Association for Media and Communication Research (IAMCR) at Leipzig, Germany to high interest. While much of the research for this book took place online, I also benefited from writings and conference reports of my peers. Many times, one topic would lead to another. In the last third of the twentieth century we have reached a historical corner. Currents in industrial societies that have flowed one way for centuries are reversing direction. Since the seventeenth century, modernization has meant the growth of factories, cities, freedom of expression, nationalism, and mass culture. But from the communications technologies of the past few decades may sprout, as from windblown seeds, consequences that could not have been anticipated at the dawn of the electronic era. We may begin to see spatial organizations of human settlement quite unlike the classical city; threats to freedom of speech and of the press; erosion of the sovereign state; and a fracturing of society’s cohesion.

Paean to Ithiel de Sola Pool

It seems only appropriate to begin this Information and Communication Technologies (ICTs) encyclopedia—situated in the first quarter of the twenty-first century—with a quotation by Ithiel de Sola Pool (1917–1984), one of the first pioneering ICT scholars to factor people into his research. It was my privilege to have been hired by Pool when he was director of the Research Program on Communications Policy at the Massachusetts Institute of Technology (MIT)—albeit a brief working relationship, as even then he was quite ill, unfortunately passing away even before our report on videotex was completed.

Early in his studies Social Impact of the Telephone (1977) and Forecasting the Telephone (1983a), Pool went beyond predictions of simply the technology itself; instead, he looked at potential consumers for products, as well as at external factors such as economics, politics, and/or other barriers that might need to be crossed. Even prior to the proliferation of computer networks, Pool observed how different modes of communication were blurring the lines between point-to-point media like post, telephone, and telegraph, and mass communication. While a single physical means like the airwaves, cable, or wire could carry services previously provided via separate ways, conversely, services that had been provided by a single medium, like telephony or broadcasting, could now be provided in several different physical ways. Throughout, Pool focused on the media of transmission, particularly relative to empowerment. “Culture blossoms from mundane roots,” he declared in Technologies Without Boundaries, a collection of his works edited in 1990 by Eli M. Noam. “The economic and institutional impact of computers, video cassette recorders, photocopies, or facsimile machines can be assessed fairly early on, at least in the small picture; to consider what the expansion of those initially tiny but visible early tendencies may mean to the larger culture is a rather disciplined kind of speculation” he wrote (p. 239). Credited with coining the term “convergence” to describe the effect of various scientific innovations and for defending free speech and technological freedom. When all our everyday technologies have embedded microchips, sensors, and antennas, the promise of an ‘always-on’ and fully customizable world will truly be upon us,” declares Adam Thierer (2016: 17), one of Pool’s most ardent supporters. He adds: “Of course, it is easy to see why this ‘Internet of Things’ or world of ‘machine-to-machine communications’ might spook some people. But these developments will also lead to rapid advances in robotics, autonomous systems, artificial intelligence, and additive manufacturing.”

Historical perspectives

Just the fact that this volume begins with more than three-decades-old citations should alert you to realizing the value of keeping the topic of ICTs in historical perspective. “The craving for instantaneous communication extends far back in history. Early historians write about the Greeks perched on rooftops watching for fire signals, or those who used a glint of sunlight on a polished surface to send messages across distance,” Anntheresa Lubrano wrote about the telegraph in 1997 (p. xiii).

The Moors in Algeria were using the heliograph, a device for signaling by flashing the sun’s rays from a mirror, as far back as the eleventh century A.D. Ancient Romans used citizens perched on towers as a form of communication to bridge the miles. Societies of the 1800s used semaphores to communicate across distance.

Consider: It was 513 BCE when philosopher Heraclites wrote that, “Nothing is permanent except change.” Just as Johannes Gutenberg’s fifteenth century invention of the moveable-type printing press revolutionized global communication, so too have its descendants of digital-data telegraphy, telephony, and laser publishing. Tom Standage (1988: vii–viii), Deputy Editor of The Economist and its futurist publication The World Ahead, has pointed out similarities to today’s Internet from that trusty telegraph:

During Queen Victoria’s reign, a new communications technology was developed that allowed people to communicate almost instantly across great distances, in effect, shrinking the world faster and further than ever before. A worldwide communications network whose cables spanned continents and oceans, it revolutionized business practice, gave rise to new forms, of crime, and inundated its users with a deluge of information. Romances blossomed over the wires. Secret codes were devised by some users and cracked by others. The benefits of the network were relentlessly hyped by its advocates and dismissed by the skeptics. Governments and regulators tried and failed to control the new medium. Attitudes toward everything from news gathering to diplomacy had to be completely rethought. Meanwhile, out on the wires, a technological subculture with its own customs and vocabulary was establishing itself.

In 1964, French sociologist Jacques Ellul predicted that our unending pursuit of technological improvement would lead to the development of a technological elite—engineers, scientists, and managers for whom the technology per se would become an end in itself without any moral foundation: “A progressively more complete technical knowledge of man is being developed,” he remarked (p. 395). “Will it liberate him? Man’s traditional, spontaneous activities are now subjected to analysis in all their aspects—objects, modes, durations, quantities, results. The totality of these actions and feelings is then systematized, schematized, and tabulated.” Citing the discovery of fire, invention of the wheel, and the harnessing of electricity as historical markers transforming human civilization, Mustafa Suleyman (2023: 3) predicts that, “Now we stand at the brink of yet another such moment as we face the rise of a coming wave of technology that includes both advanced AI and biotechnology.”

As ICT services have developed, the world continues to move toward privatization and increased competition. While most twentieth-century ICTs were homogeneous, increasing competition and public interest will no doubt be critical as we progress. As mergers and acquisitions move into multi-billion (and trillion) dollar deals, we will undoubtedly witness evermore combinations of deals combining media, software, and infotainment sectors. Critical examinations of these processes is needed, Joseph Menn (2019: ix) reminding us that, “Technology is deciding the fate of the world, and we are everywhere in its chains. Electronic surveillance, cyberwarfare, artificial intelligence, and manipulated social media are on the brink of pushing societies beyond a point of no return.” Omnipresent, ICTs invade our offices and homes—even our private lives in the form of cybersurveillance and social media apps synced to platforms and networks previously unknown. As multimedia interactive digital global cyberspace becomes increasingly commonplace, our goal is to have these patterns be inclusive. If it took the telephone 38 years to reach 50 million users, television 13 years, yet the Internet only four years to reach 50 million people, it behooves us to ensure that everyone has access to not only the technology but also to the decisions on how it should be developed and used. As MIT economists Acemoglu and Johnson (2023: 1) see it, “The forces of technology are inexorable.” Obviously, we need to consider our past as we anticipate and predict the future, recognizing the value of previous research.

Predicting ten technologies that will definitely emerge by 2030, PluralSight blogger Adam Ipsen (2024) lists Applied AI, zero latency connectivity, ACES (autonomous, connected, electric, and shared vehicles), a biotech boom, climate change mitigation technology, quantum computing, cloud and edge computing, immersive reality technology, digital-trust technologies and cybersecurity AI, low and no-code software development. He adds ten more than will likely emerge by 2030: Instant, multimodal AI avatars, adaptive predictive AI (APAI), lab grown food, commercially viable DNA storage, AI-powered brain-computer interfaces, better batteries, improved weather prediction AI, preventative medicine, real-time linguistic translation, and adaptive PII (personally identifiable information) detection.

Xenophobia?

Although this book deals with topics such as globalization, including many examples of ICT around the world, it admittedly is mostly geared to North America, which accounts for about one-third of global computing, data management, ICT, and Internet technological endeavors. Info/comm/tech services there have traditionally been provided by private monopolies, as opposed to public/governmental models elsewhere that are run out of organizations like the Ministry of Post, Telephone, and Telegraph (PTT). Clearly positioned as an information society, with more than half of its workface employed in information-related sectors, for all its faults the United States boasts being the world’s information banker, home of the most computer-literate generation in the world.

With a diverse population of 340.1 million people having 123.8 million television sets, 95% owning at least one computer, 85% with broadband, the United States is the world’s largest market for ICT services and equipment. “Its history of technological and regulatory innovation, and its evolution from domination by a private monopoly to a pluralistic and increasingly competitive environment,” wrote Heather Hudson in 2006, “make the U.S. telecommunications sector both a compelling and enigmatic model” (p. 90). That history, dating from the military-industrial complex documented from World War 11 that introduced the nuclear reactor, includes the evolution of communications satellites in the 1960s, the divestiture of AT&T in 1984, the Telecommunications Act of 1996, computers, digital telephone technology, antibiotics and genetic modification, and the wireless and digital revolutions. As we have moved from the industrial era through information and molecular ones, Klaus Schwab (2017: 1) argues that we are entering a fourth industrial revolution:

Consider the unlimited possibilities of having billions of people connected by mobile devices, giving rise to unprecedented processing power, storage capabilities and knowledge access. Or think about the staggering confluence of emerging technology breakthroughs, covering wide-ranging fields such as artificial intelligence (AI), robotics, the Internet of things (IoT), autonomous vehicles, 3D printing, nanotechnology, biotechnology, materials science, energy storage and quantum computing, to name a few.

Cees J. Hamelink, a major force behind the Peoples’ Communication Charter (PCC) and the author of The ethics of cyberspace (2000), theorized about the myth of the information society, positing it has these dimensions:

  • Economy: The information society will witness the end of the capitalist, industrial production with its inherent vices of centralization, expansion, standardization, synchronization, and exploitation. There will be a shift from industrial product to the provision of services in a de-monopolized and diversified market.
  • Politics: The political arena of the information society is participatory. Its decision-making is decentralized and its insistence on greater access to information for all its citizens equates with the shift of power from the governing elite to the real democratic process of the push-button referendum.
  • Culture: In the information society, the misery of labor is taken away from the human being and appropriated by the electronic system The massive culture of the industrial society gives way to the individualist cultural consumption of products at times and in places that people choose themselves.

Definitions

At a most basic level, ICT refers to messages, or electronic transmission(s), typically sent by means of cables, computers, optical fibers, radios, satellite telegraphs, telephones, wireless networks, televisions, social networks, and other media applications that have led to what Canadian media theorist Marshall McLuhan has called a “global village” of users. A $9.8 trillion global industry, ICTs might be used for banking, agriculture, e-commerce, education, e-governance, defense medicine, or transport, dealing with forms of communication that can be one-way and/or two-way, wired and/or unwired. An umbrella term for broadcasting, computer technologies, electronic media, and telephony, ICT encompasses an enormous range of subject matter. You probably use them mostly for texting or video chats. Because ICT consists of so many integrated aspects, it may be helpful to consider them under these various headings:

  • Computers: A1, CD-ROM, chatbots and chatboxes, desktop publishing, desktop video, electronic messaging, e-readers, the Internet, multimedia, on-line services, quantum computing, social media, tablets, videotex, virtual reality
  • Consumer electronics: camcorders, DCC and MDD, digital audio tape, home video, videocassette recorders, videodiscs, videogames
  • Electronic media: AM stereo radio, cable television, digital audio broadcasting, digital video compression, direct broadcast satellites (DBS), electronic retailing, high-definition television (HDTV), Interactive television, Low power television (LPTV), Pay-per-view television, radio, satellite master antenna television, television shopping, video dialtone, wireless cable (MMDS)
  • Satellites: remote sensing, satellite-based distance learning, satellite news gathering, very small aperture terminals
  • Telephony: cellular telephones, facsimile machines, fiber optics, integrated services digital network (ISDN), language models, mobile satellite service, personal communication networks, point-to-point cable services, smartphones, videoconferencing, videophone, voice mail and voice technology

Popular culture, incorporated at length here, with numerous citations, mainly concerns itself with the now, the cool, and what is trendy. As you read statistics about widespread usage of so many technologies, you will realize why its parallel inclusion is so critical for perspective. Theoretical basis: Diversity/inequality/oppression

In the United States, where ICT communications are pre-eminently advertiser-driven, we continue to witness a gap between the information rich and the information poor. Recognizing that Japan is recognized as the most technologically advanced country in the world, followed by South Korea and the United States (Germany #4, Singapore 5, UK 6, Sweden 7, Israel 8, China 9, Switzerland 10, Russia 11, Canada 12), it still is amazing that 12+ % of U.S. households lack Internet access, 3 % telephones. As we examines the influence of the Information Revolution on the “haves” and the “have-nots,” it is difficult to not be concerned about issues of access for various populations, and what that might mean in a wider frame.

Digital discrepancies and inequities continue to exist. We hear that about 60% of 100 million Americans use computers while only 42 % of the world’s population owns them, even though some 94% have access to mobile phones. The technology gap in our age of generative machines nevertheless continues in that nearly three billion people still lack access to the digital environment (see Compaine, 2001; Mack, 2001; Norris, 2001; Bauerlein, 2011; Ragnedda and Muschart, 2013; Andreasson, 2015; van Dijk, 2020; Helsper, 2021; Tomczzyk et al., 2023). When one realizes that our commercial media targets its audience in terms of its potential for purchasing goods and services, it is obvious that scant attention is paid to those less well positioned and/or endowed. The information gap not only divides youngsters in school and home atmospheres, it then continues when it is time to begin jobs or careers; hence, it behooves us to help our brothers and sisters around the word to be(come) ICT users/critical thinkers.

Aims/approaches of this book

With a wider concern for alerting media consumers about potential policy implications and services resulting from governmental regulation (as well as various deregulations) of our information infrastructure, this book has determined to get beyond merely the technical. Who pays, it wonders. Who profits, it wonders even more—especially in terms of information access and acquisition. While we are living through an unprecedented period of media mergers, an escalating phenomenon that is virtually unchecked, let us continue to question the oligopolistic production, distribution, and exhibition practices that are simultaneously crushing the competition and narrowing our media choices. Press freedoms for all the people, from both mainstream and alternative communication sources, inform persuasion in these pages.

As individuals and as members of a global media marketplace, we were bombarded and overwhelmed by discussions of the promised “Information Highway,” which claimed to change not only our homes but also our workstations and our civic/social community environments. While some consumers accepted this news happily and wholeheartedly, others humorously joked that emerging technologies will undoubtedly get clogged, and/or need constant repair, as does our current travel source infrastructure. Yet others of us more cynically question its prospects at all and wonder where we might belong in this continuing debate. The challenge is to try and make sense of the dizzying array of technologies that constantly enter the marketplace. The goal of Info/comm/tech in popular culture: An encyclopedic time capsule is to do just that: To explain the historical background to various technologies (print, electronic, and visual media; computers; satellites; telephony; data transmissions; multimedia; and the like) in terms of economic, political, socio-cultural, media, technological, policy, international, and theoretical considerations. In the ever-evolving ICT world, though, we welcome your interest and your input.
