Introduction
The Belt and Road Initiative (BRI), which was launched in 2013, has significantly shaped the landscape of China’s all-round opening up, and it is a top-level design that promotes China’s opening up on a wider scale, in broader areas, and at a deeper level. Over the last decade, the BRI has evolved from a national initiative into a global development practice, achieving great success. It has become a popular international public good and platform for international cooperation, as well as the anchor of global development stability. Until August 2023, China has entered into more than 200 cooperative agreements with more than 152 countries and 32 international organizations, and its trade with BRI countries has significantly increased in recent years. BRI Investments are expected to significantly impact global infrastructure development and regional connectivity. By encouraging greater cooperation among participating countries, the initiative has facilitated the development of larger, more integrated markets, as well as the expansion of regional supply chains and investment. At the same time, it has opened up new opportunities for improving the global supply chain, integrating developing countries into global value chains (GVCs), creating jobs, and stimulating regional economic development.
After ten more years of rapid development, China has announced that the BRI has entered what it describes as the “high-quality development” stage. This new stage presents both opportunities and challenges for advancing the BRI’s high-quality development. On the one hand, China’s modernization process has entered a new phase, and its high-quality development and high-level opening up will provide stronger motivation and expansive opportunities for the BRI. On the other hand, globalization is facing headwinds, with profound changes occurring at an accelerating pace. The current international landscape is intricate 2and complex, with a diverse geopolitical and sociocultural environment, which has made the prevention and control of risks in the construction of the BRI a serious issue.
Given the scale and scope of the BRI, it is essential to investigate and assess its effects on trade dynamics, inclusive growth, regional integration, and environmental sustainability, etc. This book aims to comprehensively examine the multifaceted dimensions of the BRI. It seeks to illuminate the economic, political, and environmental impacts of the BRI, providing a comprehensive analysis of its potential benefits, challenges, and implications for participating countries and the global community. The central argument is that the BRI has substantial effects on international trade patterns, supply chain dynamics, employment, environmental sustainability, and harmonization of rules and standards. By delving into these various aspects, this book aims to provide a nuanced understanding of how the BRI connect continents to unleash economic potential, enabling policymakers, researchers, and readers to comprehend the multifaceted effects of the initiative on economic dynamics and its broader implications for participating countries and the global economy.
The chapters within this book aim to explore and unpack various crucial aspects of the BRI. Chapter 1 starts with the overall logic of the BRI and its potential impact on China’s economy and world development. It takes a close look at the development history and future directions of the high-quality BRI cooperation mechanism. The Resolution of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, proposes to “improve the mechanisms for high-quality cooperation under the BRI.” Against this background, this chapter provides an analysis of the high-quality BRI cooperation mechanism from three dimensions: historical evolution, theoretical innovation, and practical pathways. It explores the possible paradigms for international development cooperation the BRI has initiated and their effects on participating countries.
