10   Social Media Policies in Determination of Public Policies

Introduction

The first Industrial Revolution (Industry 1.0), which began and expanded in England in the mid-18th century, was followed by the Second Industrial Revolution (Industry 2.0) with the invention of first commercial telegraph in the United States of America in 1844, the invention of telephone in 1876 and the copper telephone cables laid under the ocean between Europe and North America. The search for better service and high efficiency after the 1960s required improvements in computer technology and digital technologies and led to the more widespread and individual application and use of these. These developments in computer technologies also laid the basis of the Third Industrial Revolution (Industry 3.0). Since the 2000s, very rapidly widespread digital transformations have been the forerunners of the Fourth Industrial Revolution (Industry 4.0). The transformation in the computer technologies which are in unprecedented speed size and quality, the development of the internet and the spread of it to every area, the unpredictable development of the sharing and accessibility of information by smart devices, search engines, social media and communication channels have opened the doors of the digital age and social media technologies (Gül, 2017: 7–10).
