Introduction

Economic development is a desirable phenomenon for all countries because it includes both economic growth and socio-cultural progress at the same time. Regional development is described as increasing investment levels in target locations so as to attain economic development across them. For ensuring regional development, investment decisions are to be influenced (advice and guidance) through the range of tools and institutions. Before this, for more effective progress in development, regional economic potential needs to be revealed clearly and unique superior characteristics of each territory need to be highlighted to gain higher competitive strength (Coşkun, 2004:6). There may be economic growth and development differences between different regions of the country. Regional development in general aims to ensure that the geographical regions that make up the country are to take a share of economic growth as balanced as possible.

Globalizing commercial and economic activities have motivated regional economies to question their competency in adopting, using and sustaining their competitive advantage further. Fast-paced technological change, expansion of markets, and more knowledge-intensive atmosphere offered new opportunities for domestic and regional development. This situation required higher business investment, re-organization of labor and manufacturing, development of skills, and environmental enhancements. All these tendencies required public authorities to re-evaluate their strategies.
