Process management concepts have been present within the modern organizational development since its early days. Since then, we have been able to detect many changes, challenges and improvements that occurred in the field during the past century with the primary aim remaining unchanged: defining and optimizing organizational processes in order to achieve better business results. Comparing six different process modelling techniques, we choose TAD methodology for the basis of a process modelling and used iGrafx simulation environment for development of agent approximations process simulation. The significant contribution of the research is the presented approach, which is demonstrated within the context of the public safety and is further applied in regards to the missing person incident investigation. Missing person incident investigation can be described as complex process according to low availability and reliability of the information, together with unstable relations among entities that are involved in the process. With developed approach we analyzed such investigation and pointed out the critical success factors.
