Smart City Applications at the Local Government Structure in Turkey: The Case of Bursa Metropolitan Municipality
At the global scale, the necessity towards the innovative approaches raised thanks to the reasons such as; the cities have entered into a competition in regard to the capability, and the growing urban population pressures the infrastructure of the urban fields and resources (Clarke, 2013: 2). The municipal administrations faced with numerous problems in meeting the local services such as water, sewage system, transportation, environmental fields because of the growing urban population rates.
At that context, Elvan (2017: 7) clarified that “especially in large cities rapid population growth is accompanied by many problems, these problems adversely affect the economic and social life of the urban fields and decrease the brand and competitiveness of cities, the smart city approach has started to come to the forefront in the policy texts of the countries and international organizations as it has the potential to produce rational solutions to urban problems”. In that framework, there is an urgent necessity to smart systems and smart city applications for the efficient provision of local services at an expected manner, with creating minimum damage on the environment (Araksinen, et al., 2015: 8). By the 2000s onwards, the local governments in Turkey launched to apply the smart city strategies and develop smart city projects.
