Gülsün Erİgüç According to Macro Health Manpower Planning Distribution and Number of Health Manpower in Turkey for the Period of 2002–2012 Introduction Having a significant effect on the health status of community, health services indi- cate the whole of efforts for maintaining individuals’ health, treatment of diseases and rehabilitation of the diminishing physical and mental skills. In other words, health services are the whole of the services provided for diagnosing, treating and rehabilitation of diseases as well as the services intended to prevent diseases and improve community health. Health services are the services performed by healthcare professionals in order to meet individuals’ health related expectations (Somunoğlu, 2012). Health administrations in today’s communities make efforts intended to ensure everyone can access health services, services that would enhance community health are provided, available resources are used effectively and efficiently, quality of the rendered service is improved and that the society’s ever increasing and di- versifying health expectations are met. The most important resource required for the system of health services to keep up with the time, to meet the expectations of the society and to provide both effective and efficient health service is the human resource. For health services, the subject of which is human and provided from human to human, the most important asset is human resource.
