Digital Transformation in Faculty Performance Evaluation: A Comparative Analysis of Private and Public Universities

Abstract

Research background: Several industries, especially in higher education, have evolved due to rapid technological development, particularly Industry 4.0. Universities are increasingly turning to AI-based digital tools to streamline campus operations and enhance student experience. One change being initiated is the integration of digital technologies into faculty performance assessment systems, aiming to increase productivity, reduce errors, and improve transparency. Previously, faculty performance reviews were conducted manually with oversight, leading to bias and inefficiencies. Challenges such as opposition to change, lack of funding, and outdated infrastructure have made these systems difficult to implement, especially in public universities. In contrast, private universities have embraced technology by utilising AI, data analytics, and real-time feedback platforms to develop more effective performance evaluations due to greater autonomy and access to funding.

Purpose of the article: This study investigates the integration of digital tools in faculty performance evaluation systems at private and public universities. This paper examines the anticipated benefits and challenges of adopting AI-based tools and other digital technologies.

Methods: The paper primarily emphasises the literature review and illustrates the methodology for analysing the data for future publication while presenting anticipated conclusions and recommendations for policymakers.

Findings and value added: The paper addresses the hypothesis that private universities exhibit higher levels of digital integration than public ones, which face obstacles like outdated infrastructure and resistance to technological change. It offers recommendations for policymakers aimed at overcoming these barriers and enhancing the evaluation system.

Elvira Nica is a Professor at the Bucharest University of Economic Studies, Dean of the Faculty of Administration and Public Management, and Doctor Honoris Causa of the University of Zilina, Slovakia.
