Régionalisme & Fédéralisme / Regionalism & Federalism

The contemporary nation-state is undergoing a series of transformations which question its traditional role as a container of social, political and economic systems. New spaces are emerging with the rise of regional production systems, movements for territorial autonomy and the rediscovery of old and the invention of new identities. States have responded by restructuring their systems of territorial government, often setting up an intermediate or regional level. There is no single model, but a range, from administrative deconcentration to federalization. Some states have regionalized in a uniform manner, while others have adopted asymmetrical solutions. In many cases, regions have gone beyond the nation-state, seeking to become actors in broader continental and transnational systems. The series covers the gamut of issues involved in this territorial restructuring, including the rise of regional production systems, political regionalism, questions of identity, and constitutional change. It will include the emergence of new systems of territorial regulation and collective action within civil society as well as the state. There is no a priori definition of what constitutes a region, since these span a range of spatial scales, from metropolitan regions to large federated states, and from administrative units to cultural regions and stateless nations. Disciplines covered include history, sociology, social and political geography, political science and law. Interdisciplinary approaches are particularly welcome. In addition to empirical and comparative studies, books focus on the theory of regionalism and federalism, including normative questions about democracy and accountability in complex systems of government. L’État-nation contemporain a subi une série de transformations qui remettent en cause son rôle traditionnel de cadre pour les systèmes sociaux, politiques et économiques. Des nouveaux espaces ont émergé avec la mise en place de systèmes de production régionaux, le développement des mouvements pour l’autonomie territoriale et la redécouverte des anciennes identités aussi bien que l’invention de nouvelles. Les États ont répondu à ces mutations par la restructuration de leurs systèmes de gouvernement territoriaux, le plus souvent par l’instauration d’un niveau intermédiaire ou régional. Il n’y a pas de modèle unique mais bien une gamme allant de la décentralisation administrative à la fédéralisation. Certains États se sont régionalisés de manière uniforme, tandis que d’autres ont adopté des solutions asymétriques. Dans plusieurs cas, les régions ont dépassé le cadre des États-nations, cherchant à devenir des acteurs au sein des systèmes continentaux et transnationaux. La collection s’intéresse à toute étude concernant cette restructuration territoriale, incluant le développement des systèmes de production régionaux, le régionalisme politique, les questions d’identité et les changements constitutionnels. Diversitas

The aim of this series is to study diversity by privileging an interdisciplinary approach, through political, legal, cultural and social frameworks. The proposed method of inquiry will be to appeal, at once, to the fields of political philosophy, law, political science, history and sociology. In a period characterized by the increasing diversity of contemporary societies, the authors published in this series will explore avenues for the accommodation and management of pluralism and identity. Such studies will not be limited to assessments of federal states, but will include states that are on the path to federalization as well as non-federal states. Serious efforts will be undertaken to enrich our comprehension of so-called ‘nations without states’, most notably Catalonia, Scotland, Flanders and Quebec. A point of emphasis will also be placed on extracting lessons from experiences with civil law relative to those cases marked by the common law tradition. Monist and competing models will be compared in order to assess the relative capacity of each model to provide responses to the question of political instability, while pursuing the quest for justice in minority societies. The series also addresses the place of cities in the management of diversity, as well as the question of migration more generally and the issue of communities characterized by overlapping and hybrid identities. A profound sensitivity to historical narratives is also expected to enrich the proposed scientific approach. Finally, the works published in this series will reveal a common aspiration to advance social and political debates without privileging any particular school of thought. Cette collection cherche à étudier la diversité sous les angles politique, juridique, culturel et social en privilégiant le prisme de l’interdisciplinarité. La démarche scientifique proposée fait appel à la fois à la philosophie politique, au droit, à la science politique, à l’histoire, de même qu’à la sociologie. Au moment où les sociétés sont de plus en plus traversées par la diversité, les auteurs publiés dans cette collection exploreront des avenues en vue de gérer le pluralisme communautaire et identitaire. Sont mis à l’étude tout aussi bien les pays fédéraux et les pays en voie de fédéralisation que les pays non fédéraux. Des efforts importants seront consentis afin d’enrichir notre compréhension des nations dites «　sans État　» – pensons à la Catalogne, à l’Écosse, à la Flandre, au Pays basque et au Québec. Une volonté affirmée de mettre en parallèle les enseignements tirés des expériences civilistes et de celles propres au droit coutumier sera au rendez-vous. Les modèles monistes et concurrents seront mis dos à dos afin de saisir la capacité propre à chacun de fournir des réponses à l’instabilité politique tout en poursuivant la quête de justice pour les sociétés minoritaires. La place des métropoles au chapitre de la gestion de la diversité retiendra notre attention de même que les questions de migration des populations et du métissage communautaire. Une sensibilité à la trame historique viendra enrichir la démarche scientifique proposée. New International Insights/Nouveaux Regards sur l’International

In tribute to the late founder of the collection, Eric Remacle, the editors have proposed to call this book series New　International Insights. The novelty thus pursued consists of inviting prospective authors also to view the situations, case-studies and dynamics they analyse and conceptualise as innovative in an increasingly multipolar world order, more than as a mere continuation of past evolutions and theories. This is the approach characterising the editors' own research. Over a quarter of a century after the end of the cold war, Eurasian as well as Transatlantic, Asian-Pacific and pan-American constant innovations question most analytical conclusions almost as soon as they are reached. Yet, there is a need for theory. Examples would exceed the scope of this short presentation but a worthwhile illustration can be suggested : the turning point whereby an already innovative, sino-postsoviet Asia has proven capable, while still in its affirmative stage, to engage South Asia and construct a China-Russia-India triangle that offsets or even jeopardises most existing visions of Asia, notably neo-realist ones. Traditional visions thus yield to contemporary uncertainties. While non-State actors are still causing States to wither, withdraw or falter, new transnational and even transcontinental constructions are bringing States back in, however much around different objectives : logistical and commercial, while military cooperation appears a dated and questionable form of security enforcement. New　International Insights aims at balancing book publications among authors of all intellectual origins, western as well as eastern, northern as well as southern. Only in this manner can it hope to take the vision of its early founders one step further. A post-modern world needs post-western epistemology in order to wield its new meaning. Manuscripts in political science and social sciences are encouraged for submission, preferably in English, not exceeding 650 000 signs. En hommage au fondateur de l’ancienne collection Regards sur l’international, Eric REMACLE, les éditeurs ont proposé de le renommer New International Insights. Leur objectif consiste à inviter les auteurs potentiels à considérer les situations, les études de cas et les dynamiques qu'ils souhaitent analyser et conceptualiser comme innovantes dans un ordre mondial de plus en plus multipolaire, plus que comme une simple continuation des évolutions et des théories passées. C'est l'approche qui caractérise les propres recherches des éditeurs. Plus d'un quart de siècle après la fin de la guerre froide, les innovations constantes eurasiennes, transatlantiques, asiatiques-pacifiques et panaméricaines remettent en question les conclusions les plus analytiques presque aussitôt qu'elles ont été formulées. Pourtant, il y a un besoin de théorie. Les exemples dépasseraient le cadre de cette brève présentation, mais une illustration valable peut être suggérée: le tournant par lequel une Asie sino-post-soviétique déjà innovante s'est révélée capable, tout en étant au stade de sa première affirmation, d’engager l'Asie du Sud et de construire une relation triangulaire Chine-Russie-India qui bouscule, voire remet en question la plupart des visions existantes de l’Asie, notamment les visions néoréalistes. Les visions traditionnelles cèdent ainsi aux incertitudes contemporaines. Alors que les acteurs non-étatiques provoquent toujours le recul, le retrait ou le trébuchement des États, de nouvelles constructions trans-nationales et même trans-continentales, font «　revenir　» les États, même si c’est autour d’objectifs différents: logistiques et commerciaux, tandis que la coopération militaire apparaît comme une forme datée et remise en question de mise en œuvre de la sécurité . New International Insights vise à équilibrer les publications de livres d'auteurs de toutes origines intellectuelles, occidentales et orientales, d’auteurs du Nord et du Sud. Ce n’est qu’ainsi que l’on pourra espérer faire avancer la vision de ses premiers fondateurs. Un monde post-moderne a besoin d’une épistémologie post-occidentale pour dévoiler sa nouvelle signification. Les manuscrits en science politique et en sciences sociales sont invités à être soumis, de préférence en anglais, n'excédant pas 650 000 signes, notes et annexes comprises.

Économie sociale et Économie publique / Social Economy and Public Economy

This «Social Economy & Public Economy» series brings together books and monographs with a common focus: the analysis of the economic activities of formal and informal organisations that aim to serve the «public/general interest» or broad «common welfare» of their societies. Diverse initiatives and a wide variety of organisational forms are concerned: public or private nonprofit organisations and services, social services, public utilities, regulatory rules and actions, public enterprises, local community and regional economic development bodies, cooperatives, mutualist enterprises, etc. The series aims to promote a more scientific, and in-depth international and comparative understanding of this type of research that has been rapidly expanding in recent years. The series will reflect about these developments and through its dissemination, it will also support the increasing inter-disciplinarity and multi-disciplinarity of much of this recent research (e.g. economics, sociology, political science, law, policy evaluation and policy analysis, etc.) Editorial responsibility for the series resides with CIRIEC, an international scientific organisation that promotes, supports and disseminates research on the public economy, the social economy, and cooperatives. One of CIRIEC’s key goals and activities is the promotion, support, and expansion of a large international network of researchers who specialise in these issues. This series will allow the publication of work by members of this network as well as providing an outlet for any related research work by other people outside the existing CIRIEC network. La collection « Économie sociale & Économie publique » rassemble des ouvrages proposant, dans une perspective de comparaison internationale, des analyses des organisations et des activités économiques orientées vers l’intérêt général et l’intérêt collectif : services sociaux, services publics, régulation, entreprises publiques, action économique des entités territoriales (régions, autorités locales), coopératives, mutuelles, associations, ... Dans un contexte de « grande transformation », l’activité scientifique dans ce domaine s’y est fortement développée et la collection se veut un nouveau vecteur de diffusion et de valorisation de cette activité dans une approche pluridisciplinaire (économie, sciences sociales, droit, sciences politiques, ...). La collection est placée sous la responsabilité éditoriale du CIRIEC. Organisation internationale à but scientifique, le CIRIEC a pour objet la réalisation et la diffusion de la recherche sur l’économie publique et l’économie sociale et coopérative. Une de ses principales activités est l’animation d’un vaste réseau international de chercheurs dans ces domaines. La collection permet de publier des ouvrages réalisés par les membres de ce réseau, mais est aussi ouverte à des personnes extérieures à ce réseau.

Mehrsprachigkeit in Europa / Multilingualism in Europe

The home market, the Euro, strong international cooperation, economic success and peace in Europe will work better and with more stability, or at least less difficulty, the more multilin-gual Europeans are. While the institutional EU has done a lot to pursue the targets (since 2007, there have been a separate fund and a Commissioner for Multilingualism), the situation in the individual countries continues to differ widely. The result is that the multilingual abili-ties of European citizens and societal multilingualism, including diglossia, vary from country to country. The series Multilingualism in Europe seeks to contribute from different perspectivesto a bet-ter definition of the phenomenon of multilingualism, providing theoretical and practical sup-port on how multilingualism can be explored and promoted and how it can work effectively. Interdisciplinary approaches are welcome in the following areas: • Linguistics • Neurolinguistics • Psychology • Didactics of multilingualism • Politics • History • Sociology • Political Sciences • Comparative Literature and Cultural Studies Le marché européen, l'Euro, l’importante coopération internationale, la réussite économique et la paix en Europe sont d’autant plus stables et fonctionnent d’autant mieux si la plupart des citoyens européens sont plurilingues. L’UE a fait suivre ses objectifs de mesures concrètes (depuis 2007, il y a un commissaire à l'éducation, à la culture, au multilinguisme et à la jeunesse), cependant la situation dans les différents pays européens reste très hétérogène : les compétences plurilinguistiques des citoyens européens et le multilinguisme sociétal, y compris la diglossie varient d'un pays à l'autre. La collection « Multilinguisme en Europe » a comme objectif d’apporter une contribution en analysant ces questions sous des angles divers, en cernant le phénomène du multilinguisme et en fournissant des apports théoriques et pratiques qui permettent de promouvoir le multilinguisme et le savoir comment celui progresse de manière efficace. Les domaines scientifiques suivants constituent le point de départ, l’interdisciplinarité y est dominante : • linguistique • neurolinguistique • psychologie • didactique du plurilinguisme • histoire • sociologie • sciences politiques • littérature et civilisations comparées Binnenmarkt, Euro, intensive internationale Zusammenarbeit, wirtschaftlicher Erfolg und Friede in Europa können umso besser und stabiler bzw. überhaupt störungsfrei funktionieren, wenn möglichst viele EuropäerInnen mehrsprachig sind. Während die EU institutionell den Zielvorgaben konkrete Taten hat folgen lassen (seit 2007 gibt es ein eigenes Portfolio und damit einen eigenen Kommissar für Mehrsprachigkeit), sieht die Lage in den einzelnen Ländern weiterhin sehr unterschiedlich aus. Die Folge: Die Mehrsprachenkompetenz der europäischen BürgerInnen und die gesellschaftliche Mehrsprachigkeit inklusive der Diglossie variieren von Land zu Land. Die Reihe Mehrsprachigkeit in Europa möchte einen Beitrag dazu leisten, das Thema aus unterschiedlichen Blickwinkeln zu analysieren, das Phänomen der Mehrsprachigkeit besser zu definieren und theoretische und praktische Hilfestellungen dahin gehend zu geben, wie Mehrsprachigkeit erforscht und gefördert werden kann und wie sie effizient funktioniert. Folgende wissenschaftliche Perspektiven bilden den Ausgangspunkt, wobei interdisziplinäre Ansätze erwünscht sind: • Linguistik • Neurolinguistik • Psychologie • Mehrsprachigkeitsdidaktik • Politik • Geschichte • Soziologie • Politikwissenschaften • vergleichende Literatur- und Kulturwissenschaften.

Anthropocene / Anthropocène / Anthropozän

New geological period following the impact of human activities on the Earth system, the Anthropocene is at the same time a concept resulting from the Earth System Sciences and Geology, a political concept on the possible orientations of the human adventure, but also an ideological concept invested to generate social, economic and political changes. This collection integrates books (monographs or collective) from Earth System Sciences as well as from Environmental Humanities. In this collection the works raise the question of the future and its preparation in a period marked by uncertainty. The topics covered can be particularly varied, as, for example: stratigraphy of the Anthropocene, planetary boundaries, plastics, biogeochemical cycles... but also education, health, governance and democracy, the organization of contemporary societies and ecological changes, agriculture, urbanism, the stories of the Anthropocene, science fiction, or economic models. Nouvelle période géologique suite à l’impact des activités humaines sur le système Terre, l’Anthropocène est tout à la fois un concept issu des Sciences du système Terre et de la Géologie, un concept politique portant sur les orientations possibles de l’aventure humaine, mais aussi un concept idéologique investi pour générer des changements sociaux, économiques et politiques. Cette collection accueille des ouvrages (monographies ou collectifs) des Sciences du système Terre comme des Humanités environnementales. Les ouvrages de cette collection permettent de mettre au travail la question de l’avenir et de sa préparation dans une période marquée par l’incertitude. Les thématiques abordées peuvent être particulièrement variées, comme, à titre d’exemple　: la stratigraphie de l’Anthropocène, les limites planétaires, les plastiques, les flux bio-géo-chimiques… mais aussi l’éducation, la santé, la gouvernance et la démocratie, l’organisation des sociétés contemporaines et les mutations écologiques, l’agriculture, l’urbanisme, les récits de l’Anthropocène en construction, la science-fiction, ou encore les modèles économiques. Als eine neue geologische Zeit aufgrund der Auswirkungen menschlicher Einflüsse auf das Erdsystem, ist das Anthropozän gleichzeitig ein Konzept, das aus den Erdsystemwissenschaften und aus der Geologie entwickelt wurde. Es handelt sich dabei auch um ein politisches Konzept, das sich mit den möglichen Strebungen des menschlichen Abenteuers befasst. Schließlich ist es ein ideologisches Konstrukt das für soziale, wirtschaftliche und politische Veränderungen genutzt wird. Die vorliegende Sammlung umfasst Bücher (Monographien oder mit mehreren Autoren) der Erdsystemwissenschaften und der Umweltwissenschaften. Die in dieser Sammlung enthaltenen Bücher stellen die Frage nach der Zukunft der Menschen und wie sie sich darauf in einer Zeit der Ungewissheit vorbereiten können. Die verarbeiteten Themen können sehr unterschiedlich sein, z. B.: Stratigraphie des Anthropozän, planetarische Grenzen, Kunststoffe, bio-geo-chemische Zyklen… aber auch Bildung, Gesundheit, Politik und Demokratie, Organisation von gegenwärtigen Gesellschaften, ökologische Mutationen, Landwirtschaft, Urbanismus und auch, was über das sich bildende Anthropozän bereits geschrieben wurde, Science-Fiction, oder Wirtschaftsmodelle.

«Regional Integration and Social Cohesion» (RISC) is an interdisciplinary and multilingual (English, French, German, Spanish, Italian and Portuguese) series that examines the human and environmental impacts of regional integration, defined legally/politically (supranationalism), economically (globalization), socially (identity), and geographically (borders). The series aims to link global analysis of issues associated with social cohesion, such as market shifts, immigration, environmental risk and the deterioration of natural resources, human rights, violence and security, etc., with national and subnational studies that focus on political decision-making, the non-governmental sector and social participation in public debates, economic transformations, social marginalization, identity, etc. Thus, the series aims to combine the international, national and subnational arenas of politics in thematically-oriented research. While proposed case studies are welcome, the works presented in this series from all social science disciplines, are predominantly based on the comparative method. Studies that compare across geographic regions, defined continentally, are of particular interest. In addition to the scientific focus described above, this series aims to connect theoretical analysis of questions related to social cohesion with policy-based research. In doing so, it examines the role of political actors at different levels of regional integration processes and it studies citizen responses to changing opportunity structures in the economic, social and political spheres. Thus, the series attempts to shed light on contemporary shifts in the uses and types of power in policy-making processes. The issue of changes in how policies are being made is linked to: «who affects policy-making?» and «what impact do policies have in social and economic arenas?» « Intégration régionale et cohésion sociale » (RISC) est une collection interdisciplinaire et multilingue qui étudie les impacts humains et environnementaux qu’exerce l’intégration régionale, telle que définie légalement/politiquement (supranationalisme), économiquement (mondialisation), socialement (identité) et géographiquement (frontières). La collection cherche à mettre en relation d’une part l’analyse globale de problématiques associées à la cohésion sociale – les mouvements des marchés économiques, l’immigration, les enjeux écologiques, la préservation des ressources naturelles, les droits de l’homme, la violence et la sécurité, etc. – et d’autre part les études nationales et régionales/locales qui se centrent sur la prise de décision politique, le secteur non gouvernemental, la participation dans les débats publics, les transformations économiques, la marginalisation sociale, l’identité, etc. La collection cherche dès lors à combiner international, national et régional/local dans une perspective thématique. Si les études de cas y sont les bienvenues, on tentera cependant de privilégier les analyses comparatistes, dans le champ des sciences humaines, toutes disciplines confondues. Une attention toute particulière sera accordée aux études établissant des comparaisons entre continents. En outre, la collection souhaite relier l’analyse théorique de questions liées à la cohésion sociale à une recherche de type politique. Elle examine ainsi le rôle des acteurs politiques aux différents niveaux de l’intégration régionale et elle étudie la réaction des citoyens face aux mutations des structures économiques, sociales et politiques. RISC met dès lors en lumière les tendances contemporaines des usages et des types de pouvoir à l’œuvre dans les processus de prise de décision. La question de savoir comment les politiques sont élaborées est liée aux questions suivantes : « Qui peut influencer les politiques ? » et « quel est l’impact des politiques sur la scène politique et économique ? ».

Modernity in Question

The main idea behind this interdisciplinary series is to publish works of philosophers on topics related to contemporary debates on modernity and post-modernity. In philosophy as well as in human sciences, the concept of modernity has been widely discussed for decades, particularly after the collapse of communism. That crisis has been commonly described as the end, if not of modernity as such, at least of some modernity. Different terms like post-modernity or reflexive modernity indicate not only transformations in social, economic and political structures, but also in manners of thinking, of conceptualising reality. The series is open to collaborative works between East- and West-European scholars. Authors are welcome to submit manuscripts for monographs, anthologies and post-conference volumes.

The volumes published in this series comprise studies that explore and contribute to an understanding of diasporas from a broad spectrum of cultural, literary, linguistic, anthropological, historical, political, and socioeconomic perspectives, as well as theoretical and methodological approaches. The series welcomes original submissions from individually and collaboratively authored books and monographs as well as edited collections of essays. All proposals and manuscripts are peer reviewed.
